Draft Manchester Zero Carbon Framework 2020-38
In October 2018 Manchester Climate Change Partnership and Agency developed the 'Playing Our Full Part' proposal, setting out the targets Manchester should adopt to be in line with the Paris Agreement. The proposed targets were formally adopted by Manchester City Council in November 2018, on behalf of the city.
Alongside the adoption of the targets the Council also committed the city ‘to develop[ing] a draft action plan by March 2019 and a final detailed plan by March 2020 setting out how the city will ensure that it stays within the proposed carbon budget’. In line with Manchester Climate Change Partnership and Agency’s role to help drive forward this agenda within the city, they published a Draft 'Manchester Zero Carbon Framework 2020-38' in February 2019. Produced by over 60 organisations and with additional expert input from the Tyndall Centre and Anthesis Consulting, the draft Framework outlines the Partnership and Agency's proposed approach for Manchester to meet its targets. The document was endorsed by Manchester City Council in March 2019.

The final Manchester Climate Change Framework 2020-25 was published on 28th February 2020 and is available here.
