Manchester Climate Change Agency
The Manchester Climate Change Agency and Partnership are responsible for overseeing and championing climate change action in the city. Manchester Climate Change Agency was established in September 2015 by the Manchester: A Certain Future Steering Group, Manchester City Council and BDP.

Dr Tom Flanagan
Tom is the Interim Director of the MCCA and will lead the Agency pending the appointment and commencement of a permanent Director expected to be in August 2021.
Tom has extensive experience having been a Chief Officer for over 30 years leading on growth, regeneration and environmental services. He is well versed in strategic partnership working and his immediate past role was Partnership Director for the Tayside and Central Scotland Regional Transport Partnership (TACTRAN). Tom was also previously Executive Director Place for Blackburn with Darwen BC. Before joining BwD, Tom held the strategic policy lead role with Oxfordshire County Council and has also served as the Corporate Director for Environment, Planning and Economy for Cornwall Council and Executive Director for Regeneration with Oldham MBC.
He is a Scouser by birth, an avid Liverpool fan and holds a season ticket to Anfield.
Interim Policy and Strategy Advsior
Richard is a Chartered Town Planner with almost 40 years’ experience working in planning, economic, transport and environmental policy related roles in London and Manchester, in both the public and private sectors. Richard was previously employed as Head of City Policy at Manchester City Council and was involved in a range of regeneration projects in the city such as the reconstruction of the city centre following the 1996 bomb explosion, the 2002 Commonwealth games transport strategy and the expansion of the Metrolink system. He has been involved with the city’s efforts to reduce its carbon emissions over a number of years and specifically in the development of the Zero Carbon Framework. He is very pleased to be playing a continued role, for an interim period, in the development of Framework 2.0.
Resident and Communities Programme Lead
Lisa is Resident and Communities Programme Lead for the Manchester Climate Change Agency. She is responsible for leading the Agency's work with Residents and Communities. Previously she was Principal Environmental Strategy Officer at Manchester City Council.
Adaptation and Resillience Programme Lead
Dr Paul O'Hare
Paul is a Senior Lecturer in Geography & Development at Manchester Metropolitan University. His research interests include the governance of risk, stakeholder engagement in decision-making, and climate change resilience and adaptation.
His recent work included working with flood-affected communities and with regional and national policy makers and civil society organisations to identify ways to create neighbourhoods and cities that are more resilient to flooding.
Paul is currently a UK Climate Resilience embedded researcher working with Manchester Climate Change Agency on the development of policies for adaptation and resilience. He is in post with the Climate Change Agency until January 2022.
Programme and Finance Officer
Ellie is Programme and Finance Officer for the Manchester Climate Change Agency. She is responsible for the smooth running of the day-to-day operations of the Agency and working with the Agency Director across all workstreams to strengthen climate change action across the city. Before securing her current role she held a volutneer internship with the Agency after graduating with a degree in geography from Manchester Metropolitian University.
Youth Champion for Climate Action
Lewis is the Youth Champion for Climate Action for the Manchester Climate Change Agency. Lewis is responsible for ensuring youth voice is embedded in the work of the Agency and youth people have a genuine stake in the Race to Zero. Lewis is also responsible for supporting the Manchester Climate Change Youth Board with their priorities.
Outside of work at the MCCA, Lewis is a councillor for his home area in Salford, and before working for the climate change agency worked at Salford Young Carers service and also helped to create the GM Youth Combined Authority.
