Stakeholder Steering Group

Manchester: A Certain Future is a stakeholder Climate Change Action Plan (CCAP) for the city of Manchester. It sets out the actions that will need to be taken by citizens and organizations in the city in order to meet two objectives by 2020: reducing CO2 emissions by 41%; changing the culture to one appropriate for a low carbon city.

Organisations taking up the plan will draw up Delivery Plans which set out which actions they will take to contribute to the CCAP: each will have their own governance and management to steer their Delivery Plan.

The governance of the CCAP as a whole will be maintained by rough consensus (the rough consensus of participants would be determined by the steering group. This allows decisions to be made where consensus cannot be reached but still implies a collaborative decision-making process) framed annually by a conference of stakeholders. Each year this will consider: - the progress made against the CCAP during the preceding year; proposals for action in the coming year; any changes or additions to the CCAP to update it in line with changing circumstances or understanding.

The Stakeholder Steering Group will oversee the direction of this work on behalf of stakeholders in between annual conferences. This will entail providing contextual guidance to the work of all stakeholders and working groups and undertaking a steering role for the Manchester City Council team who are progressing the co-ordination of the CCAP on a day-to-day basis.
